The Department of Skills Development (DSD)
The Department of Skills Development (DSD) (Jabatan Pembangunan Kemahiran – JPK) is a Malaysian government agency responsible for regulating skills development and vocational training programmes. They work towards enhancing the employability and competitiveness of the workforce.
The Malaysian Skills Certificate (Sijil Kemahiran Malaysia – SKM) is a nationally recognised certification programme managed by the DSD, under Government Act 652. It assesses and certifies individuals’ skills and competencies in various trades and professions. SKM is a key component of the TVET system in Malaysia. Through the SKM programme, DSD ensures that individuals receive quality training and assessment, leading to the acquisition of industry-relevant skills.

The approval of PenSkills as an PPA-PPT exam center is granted through a valuation visit conducted by the Department of Skills Development (DSD).
Various modes of TVET learning, accredited by DSD, including the Malaysian Skills Certificate via the Nasional Dual Training System (NTDS), Accredited Programme Training System (SLaBP), and Recognition of Prior Learning (RPL).
